The first question after a fire, flood, severe storm, or ransomware incident is rarely “What is this worth?” It is usually “What did we have?” If the answer depends on a wet filing cabinet, a laptop that will not boot, or a memory of what was on the warehouse shelves, recovery becomes slower and more expensive.

A business disaster inventory is a prepared record of your property, equipment, inventory, documents, and financial evidence. It is useful before anything goes wrong, but its value becomes obvious when an insurer, lender, disaster-assistance agency, or tax professional asks you to prove a loss. The Small Business Administration says that 25% of businesses do not reopen after a disaster; preparation cannot remove the risk, but it can remove avoidable uncertainty from the recovery process.

This guide shows you how to build an inventory that is useful in the real world, how to store it safely, and how to use it when you need to reconstruct your books.

What a disaster inventory has to prove

A list of product names and rough guesses is a start, not a complete claim file. A useful inventory connects four facts:

  1. Existence: The business owned, possessed, or was responsible for the item before the event.
  2. Identity: The item can be distinguished from similar equipment or stock.
  3. Value: There is evidence of its cost, replacement price, fair market value, or inventory cost.
  4. Timing and status: You can show when it was acquired, where it was located, whether it was damaged or destroyed, and whether someone reimbursed you.

That evidence serves different purposes. An insurance adjuster may need photographs and replacement estimates. A disaster loan application may require proof of damaged property and repair costs. A tax preparer may need adjusted basis, fair market value, and expected insurance reimbursements. The same underlying records can support all three, but the calculations are not interchangeable.

The IRS’s Publication 584-B, Business Casualty, Disaster, and Theft Loss Workbook is a useful framework. It has schedules for office furniture and fixtures, information systems, motor vehicles, office supplies, buildings, and equipment. It is a worksheet, not a substitute for the applicable tax forms or professional advice.

Build the inventory in five layers

1. Fixed assets and equipment

Start with items that have a serial number, substantial cost, or multi-year useful life. Depending on your business, that may include:

  • Computers, servers, networking equipment, and point-of-sale hardware
  • Machinery, tools, furniture, shelving, and leasehold improvements
  • Vehicles, trailers, and specialized attachments
  • Cameras, instruments, medical equipment, or production gear
  • Buildings and major building components if the business owns the property

For each item, record a plain-language description, manufacturer, model, serial number, location, acquisition date, original cost, vendor, and financing or lease information. Add the accounting treatment: asset account, depreciation method or recovery period, accumulated depreciation, and current book value. Keep the insurance value in a separate field; book value and replacement cost answer different questions.

Photograph each asset from enough angles to show its condition and identifying details. A close-up of a serial plate is valuable, but so is a wide shot showing that the equipment was actually installed in the business. For vehicles, include the VIN, mileage, title information, and photographs of permanent modifications.

2. Inventory and supplies

Inventory changes constantly, so a once-a-year spreadsheet is not enough for a retailer, manufacturer, restaurant, or e-commerce operation. Export a current inventory report on a regular schedule and preserve the source report with the date it was created.

Useful fields include SKU, description, quantity, unit cost, location, lot or serial number where relevant, and whether the goods are finished products, work in process, raw materials, packaging, or supplies. Keep consigned goods and customer-owned property in separate categories. You may have custody of them without owning them, but you still need to identify them after a loss.

For stock, save purchase invoices, receiving records, recent count sheets, sales reports, and photographs of storage areas. A warehouse photograph cannot prove the exact quantity on its own; a dated inventory report tied to purchases and sales is much stronger. If you use an online marketplace or point-of-sale system, download reports rather than assuming the platform will preserve every historical view you need.

Some of the most important property in a disaster is intangible: the ledger, customer records, payroll files, tax returns, contracts, permits, loan agreements, and insurance policies.

Create a records register that answers:

  • What the record is and which period it covers
  • Whether it is an original, an export, or a scanned copy
  • Where the current and backup copies are stored
  • Who can retrieve it if the owner is unavailable
  • How often the backup is tested

The IRS says electronic records are subject to the same basic retention expectations as paper records. An electronic system must preserve, index, retrieve, and reproduce a complete and accurate record in a legible format. A backup that exists but cannot be opened, searched, or reconciled is not a recovery plan.

Your records register should cover bank and credit-card statements, filed returns, payroll and employment-tax records, accounts receivable and payable, fixed-asset schedules, inventory reports, and source documents such as invoices and receipts. Keep credentials and recovery codes in a secure password manager or another controlled system; do not put secrets in an unencrypted spreadsheet that is copied everywhere.

4. Photos, video, and condition evidence

Take a slow, repeatable visual tour of the business. Include the exterior, each room, storage area, equipment, inventory, signage, safety systems, and improvements. Narrate the date and location if you make a video. For high-value items, capture identifying marks and accessories.

Store the media outside the risk zone. A cloud folder helps, but do not stop there: retain a second copy in a separate account, location, or physical site, and periodically verify that the files can be downloaded. Keep the original files when possible, including their metadata, rather than relying only on compressed images sent through a messaging app.

Repeat the walkthrough after major purchases, renovations, relocations, or changes in inventory. A simple quarterly reminder is more reliable than promising to update the inventory “when things slow down.”

5. Policies, contacts, and recovery assumptions

Put the administrative pieces next to the property inventory. Record policy numbers, carriers, agents, deductibles, coverage limits, exclusions, replacement-cost or actual-cash-value terms, business-interruption coverage, flood or earthquake coverage, and claim-reporting instructions. Note renewal dates and the person authorized to file a claim.

Also list critical vendors, landlords, banks, payroll providers, technology providers, employees, and emergency contacts. Record alternate suppliers and the minimum equipment or data needed to restart operations. The SBA recommends a business continuity plan that identifies critical functions, assigns responsibilities, and evaluates recovery strategies. The inventory is the evidence layer that makes those decisions actionable.

Make the fixed-asset register recovery-ready

If your asset register only contains an account balance such as “equipment — $184,000,” it will not answer the questions an adjuster or tax preparer is likely to ask. Break the balance into individual assets or logical groups and attach supporting documents.

Do not collapse every damaged item into one “disaster expense.” Preserve the original asset record, then record the event in a separate loss register. That gives you a before-and-after trail and prevents a repaired machine, a replaced machine, and a scrapped machine from being treated as the same transaction.

What to do in the first 72 hours

Safety and preservation come first. Follow emergency instructions, do not enter an unsafe structure, and do not turn on damaged electrical or computing equipment merely to see whether it works. Then:

  1. Notify the relevant parties. Contact your insurer, landlord, lender, key vendors, and disaster-assistance contacts. Check policy deadlines before beginning cleanup.
  2. Preserve evidence. Photograph and video the scene before moving items where it is safe. Keep damaged equipment, packaging, and samples unless an adjuster or safety professional authorizes disposal.
  3. Separate categories. Label property as destroyed, damaged, salvageable, missing, customer-owned, or unaffected. Do not mix inventory loss with building repairs or business-interruption costs.
  4. Create a recovery ledger. Log every emergency purchase, cleanup invoice, temporary location cost, payroll decision, insurance payment, grant, loan, and reimbursement expectation.
  5. Freeze a copy of the pre-loss data. Export the latest bank, sales, inventory, payroll, accounts receivable, and accounts payable reports. Preserve them read-only and make a working copy for reconstruction.

The FEMA business-loss checklist illustrates the kind of support a claim may request: pre- and post-loss inventory or equipment lists, photographs, invoices, purchase orders, and bank or credit-card statements. Requirements vary by program and policy, but preparing these records early reduces repeated searching later.

Keep insurance, loan, and tax calculations separate

One of the most common recovery mistakes is treating every dollar related to the disaster as the same type of loss. It is not.

  • Damaged or destroyed business property may require an asset-by-asset calculation using basis, fair market value, and reimbursement information.
  • Inventory often follows different tax and accounting treatment from depreciable equipment. Do not put a cost-of-goods-sold inventory loss on a property-casualty schedule without checking the applicable rules.
  • Business-interruption insurance replaces lost income and is generally handled as business income rather than as a reduction of the property casualty loss.
  • Insurance, grants, forgiven loans, repairs provided by relief agencies, and other recoveries can affect the amount of a loss. An expected reimbursement may matter before the check arrives.

The current Form 4684 instructions explain that a taxpayer generally must account for an expected reimbursement. They also distinguish property recovery from business-income insurance and address later changes in the amount expected to be recovered. Because the result depends on the type of property, entity, event, and tax year, have a tax professional review the loss before filing.

Publication 584-B lays out a five-step workflow: understand the casualty rules, identify adjusted basis and fair market value, complete the workbook schedules, read the Form 4684 instructions, and then complete the form. Treat it as a reconstruction aid, not as permission to estimate casually.

Turn bookkeeping into disaster evidence

Good disaster preparation is mostly ordinary bookkeeping performed consistently. Reconcile bank accounts so the cash trail is trustworthy. Match inventory reports to purchases and sales. Keep a fixed-asset register tied to invoices and the general ledger. Save loan, lease, and insurance transactions separately from routine operating expenses.

When a loss occurs, create dedicated accounts or tracking categories for cleanup, emergency supplies, temporary facilities, asset disposals, insurance recoveries, disaster loans, and business-interruption proceeds. Keep the original transaction and add a link or reference to the claim document. This makes it possible to answer both “What did the disaster cost?” and “What did the business spend in the normal course of operations?”

Plain-text accounting can be especially useful here because the ledger, supporting links, and change history remain inspectable. A practical monthly and quarterly routine

You do not need a giant one-time project. Put the following on a recurring calendar:

  • Monthly: reconcile accounts, export sales and inventory reports, and back up the ledger and source documents.
  • Quarterly: photograph new equipment and storage areas, update the asset register, review outstanding loans and leases, and test restoration from backup.
  • After every major purchase: scan the invoice, record the asset ID and location, photograph the item, and update the insurance schedule.
  • Annually: review policy limits and exclusions with your agent, refresh emergency contacts, run a continuity exercise, and verify that someone other than the owner can retrieve the records.

The test is simple: ask a colleague to find the invoice, photo, ledger entry, policy, and current value for three randomly selected assets. If they cannot do it without asking you where everything lives, the system is not finished.
